Director Henry Bean ( The Believer ) returns to the big screen with a complete rarity in American movies today: a comedy of ideas. David (Oscar-winner Tim Robbins) is a successful lawyer who can t stand the fact that Manhattan is a place where it s too noisy to get a good night s sleep, listen to classical music, or even make love to his wife without disturbance. Every time David hears a car alarm going off, he swings into action. Adopting the guise of The Rectifier, he engages in acts of vandalism that satisfy him immensely but which generate no end of grief from his wife (Bridget Moynahan). They also make him politically controversial when he provokes the ire of the city s arrogant mayor (Oscar-winner William Hurt).

Tim Robbins, Bridget Moynahan, and William Hurt star in writer/director Henry Bean's topical urban comedy following one man's quest for a little peace and quiet in the big city. The noise was bothersome when David Owen (Robbins) first moved to New York City, but back in those early days it was almost endearing in an odd sort of way; a forgivable manifestation of urban vitality, or so he had led himself to believe. These days the incessant barking of car alarms, traffic, and frustrated commuters seems to be driving David insane, never allowing him the opportunity to concentrate or focus on the task at hand. While this distraction is at first only bothersome on a superficial level, however, the thing that really riles David is that he is completely powerless to remedy the problem. As the days go on and the noise on the street seems to amplify in David's ears, he makes the decision to take up arms against the unseen intruder. A beautiful divorced young woman moves into a new apartment in New York City only to find out her upstairs neighbor is slowly driving her stark raving mad. Joyce Chandler (Trish Goff) is a successful newspaper copy editor that is still mourning the recent split from her husband when she moves into her swank Manhattan apartment building. Soon after, she begins to get annoyed with her upstairs neighbor Charlotte Bancroft's (Ally Sheedy) constant blaring of music and general stomping around. Despite repeated requests to soften the noise, the disturbances continue, and Joyce finds her grasp on reality threatened as she sinks deeper into insomnia and addiction.
