The sixth film of Monogram's eight-film series, "The Rough Riders", has U. S. Marshals Buck Roberts (Buck Jones) and Tim McCall (Tim McCoy) coming to a Texas town to visit their friend, U. S. Marshal Sandy Hopkins (Raymond Hatton), only to learn that he has disappeared, and is suspected of the murder of John Dodge (Jack Daley), owner of practically the whole town, except the hotel Sandy owns and runs when he isn't on an assignment as a Marshal. The murder has been committed by the henchmen of Bart Logan (Harry Woods), who intends to take over the dead man's property and whose men are holding Sandy prisoner to make it appear that he fled after arguing with and killing Dodge. Just before the murder, Logan sent a letter to Dodge with the news that the latter's long-missing wife is returning, and in a short while, Stella (Lois Austin), a Logan accomplice, arrives posing as the missing Ann Dodge, thus establishing her right to the Dodge property. Timothy John Fitzgerald McCoy or just Tim McCoy starred in an amazing 52 Westerns, eight of which were produced by Victory Pictures. In Code Of The Cactus, he plays "Lightnin' Bill" Carson, who in the guise of a fast-shooting Mexican bursts a cattle-rustling gang. His "sidekick" in this movie is Ben Corbett. THE PLOT: When cattle ranch foreman Magpie (Ben Corbett) looses cattle to rustlers, he calls upon his friend "Lightnin' Bill" Carson (Tim McCoy) for help. Posing as a Mexican, Carson infiltrates the gang and soon finds out that it was Blacton's men who were stealing cattle. Blackton (Forrest Taylor), a meat-packer, has a contract with U.S. army for the supply of 500 heads of cattle each month at rock bottom prices. The only way he could make a few dollars from the deal was by rustlin' cattle from helpless ranchers. The use of powerful trucks and machine guns by Blacton's gang gives the story a refreshingly modern touch.

When you meddle with Lightening Bill's family, you're only asking for trouble and it won't be long before the lawman comes looking for you. This is what a gang of no-gooders finds out when they frame Paul Smith for robbery and murder. The movie seems to have been made in a hurry, like all other low-budget westerns of the '30s, but it makes enjoyable viewing all the same. Tim McCoy, as always, is at his entertaining best. THE PLOT: When a gang of outlaws relieves Paul Smith of 10,000 dollars and frames him for murder and theft, his despairing mother sends for the only man who can help -her brother, Lightenin' Bill Carson. Carson infiltrates the gang as a fast- shooting, card- sharp Mexican. While hanging out with gang at Hogan's Saloon, Carson gains their trust. The money they had stolen from Paul is handed over to him for changing into Mexican currency. Carson lays a trap for the gang's boss, but his true identity is exposed just before he can lay his eyes and hands on the top hat.

Federal Agent "Lightning" Bill Carson (McCoy) is on the trail of a gang of outlaws who robbed a train carrying half a million dollars in government bonds, killing an agent in the process. Gang leader Brainard murders one of his men after he reveals where he hid the stolen bonds on a ranch up for auction. Carson goes undercover as rancher Sam Brown to fight Brainard for ownership of the ranch. With Tim McCoy advertised as one of the fastest guns in Hollywood in the late 1930's, there is plenty of fast gun fights and action scenes to highlight McCoys prowess with a gun.
