Reno helps his karate master, Hideo Maruyama (JAMES SHIGETA - "Die Hard"), when one of the master's former pupils attacks a San Francisco councilwoman. The student, Glenn Kawahara, also known as "The Black Wind" (ROGER YUAN), is a formidable opponent and is allied with Akira Takei (DANA LEE), a powerful businessman and local Japanese Godfather. Reno attempts to bring Kawahara out in the open by harassing Takei but finds his efforts hampered by the local police as well as Hideo's daughter, Kathy (KELLY HU), who is involved romantically with the elusive "Wind." After a brutal yet unfinished contest with Kawahara, Reno returns to Hideo's studio to find the karate master missing, leaving Reno to confront the former student, as well as his own fears, to save his revered master.
