Monica Rivers (Joan Crawford), is the owner and ringmaster of a traveling circus and who'll stop at nothing to draw bigger audiences. When a series of mysterious murders begins to occur and some of her performers die gruesomely, her profits soar. She hires high-wire walker Frank Hawkins (Ty Hardin), impressed by the handsome and muscular young man. They begin an affair which arouses her previous lover Durando's (Michael Gough) jealousy. When Durando is found dead shortly afterward, the other performers begin to take alarm, as a mysterious killer is obviously loose in their midst. Many suspect Monica herself of the killings, especially Matilda (Diana Dors), who has set her sights on Monica's new lover. At this point, Monica's unruly, sixteen-year-old daughter Angela (Judy Geeson), is expelled from school for being incorrigible and Monica is forced to take her into the circus, allowing her to become the partner of knife-thrower Gustavo (Peter Burton). A pretty WRNS officer is murdered in Gibraltar - and John Drake has to find a missing radio operator who is known to be somewhere in Spain. Bernard Bresslaw guest-stars, in support of Patrick McGoohan, as the radio operator with a at that includes Patricia Haines, Brian Worth and teen-age actress Judy Geeson, The murder of Petty Officer Sandra Smith (ANITA WEST) of the WRNS outside the gates of the WRNS barracks in Gibraltar is of sufficient significance to bring John Drake (PATRICK McGOOHAN) into the case. She had signal messages in her handbag - messages intended only for the eyes of senior staff and which were never in her room. And, three days after her death, a radio operator named Leo Perrins (BERNARD BRESSLAW), has disappeared, absent without leave. He had access to signals but not to cipher; Sandra Smith had access to cipher.

John Wayne cast aside his usual Western gear to portray a tough Irish-American detective on assignment in London to catch a crook who fled the United States to avoid extradition. Wayne's partner in criminal hunting is a British Inspector (Richard Attenborough) with a very different personal style. After a rough bit, they become partners and cooperate in a rousing batch of car chases, false and good leads, booby traps, etc., before they trap their man. Detective Wayne finds time for some heavy flirting with constable Judy Geeson (TO SIR, WITH LOVE), who would prefer that Wayne's flirting was considerably less heavy. Screenplay co-written by Christopher Trumbo (son of Dalton Trumbo).
